The National Core Curriculum for General Upper Secondary Education 2019 is a national regulation issued by the Finnish National Agency for Education, on the basis of which the provider of general upper secondary education will take decisions respecting the local curriculum. The core curriculum constitutes a common foundation for drawing up the local curricula, thus promoting equality and equity in education in Finland.

The National Core Curriculum for General Upper Secondary Education 2019 determines the objectives and core contents intended for young people as referred to in the Act on General Upper Secondary Education, specifying the transversal competences, subjects, subject groups, and other instruction within the remit of general upper secondary education. It also addresses preparation and contents of the local curriculum, the mission and underlying values of general upper secondary education, implementation of education, guidance and support for students as well as assessment of student learning.

The National Core Curriculum for General Upper Secondary Education 2019 promote the aims set out in the Act on General Upper Secondary Education to support the students' growth into good, balanced and civilized human beings, and active members of society. General upper secondary education provided in accordance with these core curricula prepare students with capabilities for continuous learning, self-improvement, life management skills and responsible influencing.
